Senator Elaine Rivera is a liberal senator who works with Ellen Kim trying to understand Uploaded Intelligence.
Biography[]
When Ellen is called to testify before congress, Senator Rivera is one of the senators selected to question her. After Ellen gives vague answers, she shows her a video of Cody Lowell testifying, saying he knows others were uploaded, but claims to not know who they are.
Senator Rivera and Ellen watch an interview with Senator Scharff, another senator on the committee, attempting to paint Ellen as unreliable in her office. Soon they learn that Peter Waxman has been called to testify before congress. When Senator Rivera asked Ellen if they can relay on Waxman, she says they can. However, Waxman gives no information on the current state of UI research at Logorhythms, only stating nothing is happening with that kind of research. However, Ellen finds a recording Waxman took while on Svalbard and reveals the information to the senate, disguising it as a fact she thought they already knew. She orders the FBI to investigate.
After the raid on Svalbard, she has an arrested Waxman meet with DARPA scientist Stephen Gold, unaware that the men know each other, and offers Waxman a full pardon if he helps them create a tracking program that can destroy UIs. Once the program, Safesurf, is finished, she holds a press conference to announce that it is safe to restore the internet.
